Also something something technical difficulties is also a possible cause for delay. Just the free core rules. Oh, you meant the free rules. Never mind! Power level is the difference between casually taking bolters, and casually taking as much plasma as you can handle. Plasma is really good now, and if power level gives me free plasma than more power to me. Yup, which is why I'd guys the power points assume you take the most expensive ones?
Or the average. Imagine if you were playing a game and they were points above you and all you got was a single reroll Playing with powerlevels are for throwing together quick games between friends that know eachother.
They work when you can trust eachother to not be complete arsehats. Aside from the imbalance they introduce for various reasons, as other have already pointed out, they also provide some unique list-building challenges. As an Ork player, if I want to fill a trukk with boyz, I have to choose to either pay full price for 20 boyz, but only bring 12, or just pay for 10 and live with the 2 empty spots in my trukk. Also, there's not really much reason to deck out a battlewagon with a bunch of guns it's not likely to use to much effect, but with power levels I have to pay full price for it anyway, even if all I really want is the deffrolla.
Another example is Nob Squads.
It says in the FAQ that power levels are balanced with the assumption that a squad is given "average upgrades," but nothing is stopping me from decking out every Nob with kombi-skorchas, power klaws, and ammo runts. How much is too much? What would be "fair" for me to give my Nobs using power levels?
The lack of granularity in the system produces way too many problems. The benefit saving a little time if you're creating your list on the spot for some reason , does not outweigh the additional problems it introduces. PDF versions of codex's are available on website, though there is no free editions. Think they're a bit cheaper than physical editions. Also, as an aside; I really don't get peoples hate over the power level thing, I'm just looking at it as an easy way to judge the models effectiveness The index containing your army should show the power level at the unit entry and have a table at the back of the book with all traditional points costs.
I don't know why they formatted it like this. The Indices have full point values on a separate page, and the codices will too. Personally, I don't think it's organized the best it could be, but at least the options are there.

For matched play, you will however need an index and the proper rulebook. This is all i want: My memory is poor. They're stopgaps until each armies real dedicated codex comes out. I play Dark Eldar, so I'm used to things becoming obsolete quickly: Ba dum tsss. But if you had to ask he should have known how to answer that question.
